Do you mean transactions actually executed by a user? You can get that information either from the audit logs in transaction SM20 (if auditing is configured on your system) or from the performance stats in ST03.
If you want a list of transactions that a user could possibly execute, you can get that from the User Information System - tcode SUIM.
