Order has delivery related billing but Status in Sales Order shows order related billing.
Tried running SDVUK00 and RVDELSTA and SDSTATUS2 but no change.
Can you help , I am not able to create Billing document ?

As ravi said is true the setting in item categories also may affect ,so check the item category settings

What is the billing relevance (in VOV7) of the Item Categories in the sales order. If the order has more than one line item, check for all the item categories (if they are different).
