How to enable Hide/display Quick help in porta 7.1

Hi  Expert,

I am facing a problem related to Hide/display Quick help, While right clicking on  Abap Webdynpro Application , i found one pOp up is having three options user Setting,Hide Quick

Hi,

Go to WD Component WD_GLOBAL_SETTING and check this checkbox "Do Not Allow Personalization by the User:"

I saw the Hide /display Help Option, Clicking on that , nothing will happened in Page label..

Can Any body help me out , How to enable the Hide/Display Functionality in Portal
