Role of tender committee members in Two envelope bidding process

Dear Friends,

In the permission tab there are 3 distinct set of tender committee members.

Technical Evaluator

Technical Opener

Price Evaluator

What is the exact role each play in the tender committee.

As there is only two simultaneous log on facility for technical and price opening there should be two set of tender committee options in the Permissions tab.

What is the use of the 3rd committee.

Please guide me.

Hi,

Technical Evaluator is responsible for evaluating the technical responses submitted by the vendor.

The Technical Openeris the one who approves the opening of technical RFx response. To open technical RFx responses approval of this user is must.

The Price Openeris the one who approves opening of price RFx response. To open price RFx responses approval of this user is must.

Technical Opener & Price Opener have the facility of simultaneous log in not the Technical Evaluator. Technical Evaluator just evaluates the responses.

That means the technical evaluator function is only for a information purpose.

Does it have any control function (For example C-folder can only be accessed by the technical evaluator)

Technical Evaluator evaluates(rates) the response.

Yes. Technical Evaluator has control function. i.e. Technical Evaluator can evaluate the response. So in a way evaluation process is not for information purpose.

So where exactly the evaluation happens? Is it that the members in the Technical evaluation committee awards marks to the bidders in the system.

Hi,

Yes. Technical Evaluation member checks the bid response(technical), evaluates it & updates comments on the bid response.

Then Purchaser checks bid response(price as well technical response comments) & takes decision on it.
