CIN missing in 4.7ee

Hi sap Experts,

iam working on the sales part of implementation for a plant in india.while trying to customize the pricing part i found that CIN standard functionality is missing.we are using sap 4.7 version.i did learn that CIN doesnt need any patch for 4.7.Is that true.if it is can you please let me know how can i get the CIN  standard functionality .how should i activate it.right now i dont see any condition types like JIN1,JIN5 which are specific for india and Pricing procedures like JINDEP,JINMAC etc missing.
