Inbound idoc error message "Overall picking not completely processed"

While processing inbound idoc for goods receipt, received an error message " Overall picking not completely processed". Any one can tell me why this error message is ? Also what is the fix for this problem ?

Hi,

Check item category settings (tx:0VLP), seems item is relevant for picking? if yes, item has to completely picked & perform goods receipt. But ideally, it should not be picking relevance. Provide complete background of the process for better understanding.
