Can i Define New Rounding Rule Anywhere For the Condition type ? Exclusicve of Standard 3 rules provided

Hello Gurus,

1)

I Have some issues with Rounding Diff. in Pricing Condition type

Actually According to my need i want that if the Difference in Price value is 0.50 or greater than this it should become 1 and if not then 0.

Where Should I can do this ?

Rounding Rules blank,A,B are not suffice for my need. Can i Define New Rounding Rule Anywhere For the Condition type ?

2)

In case of CIN Excise the Above reuirement is automatically Meeting. Why ?
