What are the tables to download the rules from GRC10.0? There is a transaction but it is not available with our SP level I guess.

In GRC SP6 + you can download the rules in the following path (IMG):
GRC > Access control > Access risk analysis > SOD rules > Download SOD rules

Incase you do not have the transaction GRAC_DOWNLOAD_RULES available, you may wish to implement this SAP note https://service.sap.com/sap/support/notes/1610073, but as stated above, this was added to SP06.
What's the purpose of downloading the rules...?
