In solman workcenter under technical monitoring in the below step, what is agents? how can i create agents? and where?

There is nothing to do with EEM. Naor is correct, Anoop is looking for Diagnostics Agent Installation and Configuration guide.

It's meen Diagnostic agent (DAA AGENT)

you have to install the agent on the beckend system and connect the agent to solution manager
