Solman 7.1 sp4 notification mgmt No POWL object types assigned

Solman experts,

We are at solman 7.1 sp4.  We have done the following:

Run SOLMAN_SETUP, Sys Prep, Basic Config, Managed System Config.

Now, when I go to Solman_workcenter --> Technical Administration (work center) --> Notification Management I see the following errors

No Visible Types

No POWL object types are assigned to you. Please inform your system administrator.

I've seen a few posts talking about using TCODEs

POWL_QUERY, POWL_QUERYR, POWL_QUERYU

but honestly, I have no idea how to use these tcodes.  I need to know how to get notification working and I can't get anywhere until I can get past this step.

Any ideas?

can you please make sure you have assigned all the needed roles for the user, check with other user wil that error occur again?
