Usually we use 'mimes' folder for this purpose. But it is not mandatory to put exactly in this folder.Usually the image files and those files which are necessary to use inside project, are placing inside this.But from your question, i hope you can use KM folder or if you are having local server, you can access some folder path eg: c:/test/aa.xml etc...
