Is there the possibility for the end user to send GOA/Contracts without Approval Worklfow from SRM 7.0 to ECC 6.0 manually?

I assume you are using Central Contract Management.
It's possible to send contract manually from SRM 7.0 to ECC 6.0 without approval.

I'm using CCM. Is there customixing way?
Yes, When you create contract in SRM, on that screen itself; you will find option Distribute, there you mention backend system. In this way you transfer contract manually.
