Local user creation and integration in HR replicated Org.Structure

Hello All,

We are on EBP 4.0 where Root and Vendor Root are in same org.structure

Root org structure is HR replicated from back end

Hundereds of vendors are already there in the system

As an enhancement it is decided to use Bidding functionality of stat.Sourcing

For which bidder has to have contact person which should be a central person and

should be integrated in org.structure.

But when i try to create contact person thru users_gen system prompts error

HR distrubution model is active , i can not Crete user hence contact person

locally and can not create creations so its not possible to use Bidding.

My question is there any way by which we can deactivate distribution model and

create contact person locally or any note Badi available for this?
