Hi,
i have this problem with one of our clients when i call transaction code ST03N. in expert mode i navigate to detailed analysis ---> last minutes load then select my server then click continue and then it gives me an error RFC problem : No data available
this is the data that i get from the performance assistant
RFC problems: No data available
Message no. S03207
Diagnosis
RFC problems occurred when the system attempted to start the function Last minutes load.
System Response
The function terminated.
Procedure
Check the input parameters and restart the function Last minutes load. If the error persists, check your RFC connections using transaction SM59 (Display and Maintenance of RFC Destinations).

The error you have discovered using ST03 is related to this time zone issue. It is not an RFC error (even if the error message suggests this). SAP note 926290 describes the necessary steps to correct this situation. The SAP notes 741734 and 101726 will help you with the correct setting of the system time zone.
