downloading smartform in 4.6c(urgent)

Hi,

is there any option in 4.6c for downloading of smartform?

utilities->download option is not there in 4.6c.

i got a program which can download smartform in 4.6c. but while installing that key one error is comming like "P_INS is unknown & is not defined".
