Maintain SAP Server through Browser--Authorisation

i want to maintain the server through browser

i have added the java installation aslo

when i login to the browser wiht j2ee_Admin i am not able ot create user

when i login wiht sap* i dont have authorisation

When i login through j2ee_Admin also it is taking me to client 000

Where can i give the option to take me to client 100

Pls tell me how to proceed
