In the above link
I entered Value Mapping Properties such as Agency, Schema for Source and Target messages and value Mapping Context as http://sap.com/xi/XI.
Agency: SEA & THA
Scheme: ur:source:emp & urn:target:hr respectively
But while creating Integration Scenario and Party in ID, the Agency (SEA & THA) and Scheme (ur:source:emp & urn:target:hr) are not appearing from the drop down list .
Why it is not appearing ? and in Message mapping is it 1 to 1 mapping ?

just type them inside ID

Normally the value mapping agency and schemes will not be available in IR.
In ID only u will be creating them.
Message Mapping 1:1, what are u trying to ask?
its like key value, if ur source structure contains the value in source scheme then corresponding value in the target scheme is put in the target side.
