2) XI admin should maintain the SLD- with dependent systems
3) Queue Administration
4) J2EE engine/Visual Admin
5) Apply SAP notes
6) Integrtaion Engine Administration- ie SXMB_ADM transaction
7) Message Archiving, Performance Monitoring

Assign the specific Roles to specific users
Roles,Access, Authorizations..
In most of the big implementations generally it is the case. But in small implementations, mostly Admin activities are carried out by XI consultant itself, after installing XI.
SO it depends ..
