Hi,
1. Adding the query id in the object S_RS_COMP and
2. Adding the workbook in the menu of the rol.
In order to save workbooks to roles, a user needs:
S_USER_AGR: Authorizations: Role check
S_USER_TCD: Transactions in roles

IN Bex:
Go to button Open and select Workbooks. lokate the workbook you want to add and click on it once to select.
Then in the top button row of the Dailog Box SAP BEx: Open....
select button Add to role (left of garbage bin (delete)) button,
Next pop up will show all roles available for adding workbook to. find the right role and menu path in the role click on it and than click create button on bottom of Pop-up.

We do not advise to add queries or workbooks in roles, it would be better to assign authorisations on a higher level. (Infoprovider). Roles that have been restricted on querie/workbok level are causing a lot of maintenance as they change quite often in a normal prodcution environment.
The second part is correct a Publisher needs these autorisations, we advise to create a seperate publisher role for every area and only assign to those who must be able to change the workbook/query to role assignment.
