SM13 useed to check critical updates(active-inactive status in sap system
if database update fails basis admin has to check, via this code & analyise the issue, then
according to procedure, need to apply sap notes(if required, say SM13 is vital t-code to analise the issue for database errors

SM13 : (Update Requests overview)
This transaction is useful to figure the status of update system. Incase an update is inactive we can figure out the same from this transaction and necessary action can be taken and update can be activated again.

We can check the updates in sm13 . This will be used frequently by
admins to have a look at the processing of V1/V2 updates.
Usually V1 is more critical than V2. If you see any errors,
then it is possible to rectify and
re-update the same in SM13.
Update management supports the following functions:
Selecting and Displaying Updates
Analyzing Cancelled Updates
Reorganize update records
Configuring Update Groups
Display and reset update statistics
Display update server

Sm13 generally used for monotering the update entry by programmer .If any programmer have any problem regarding any update entry ,you cam easily saw the any problem related update entry.

SM13 transaction code is basically used to monitor the update statistics.In this t code you can find out if any uncommited updates are there for a particular user.
You can check critical updates and non critical updates here.And also you can specify the date and time when there is an update error happened in your system.
In netweaver system, Shift +F5 will lead you to the administration of the update system.

In this transation we can found the update statistics..means update error,which program/function module..etc used to update the db,user etc...if found any update error found we will find out the cause .
