Integrated ITS doesnt support applications based on flow logic. But in ECC 5.0 there is a internet service PZLE which contains HTML templates that use flow logic. please explain

Those services will still be "there". SAP doesn't assume that you will use the integrated/internal ITS just cause it is there. You can still set up an external ITS and use it (even "playing nice" with integrated/internal ITS services too). There are a lot of folks that migth still need that kind of functionality and SAP won't just leave them high and dry...not yet at least. haha
