4.0B - Automate change request import DEV -> QA

We recently inherited a 4.0B system from a company acquisition, and would like to automate the import of change requests from DEV -> QA. This functionality was not available in 4.0B. Does anyone know of a work-around for this? We have tried making the RDDIMPDP job periodic, as well as periodically raising the trigger, but neither attempt was successful.

Any hints would be greatly appreciated.
