Receive message: 'Requests cannot be released during the upgrade'
When trying to release transport. Upgrade is comlpete.
This system was created from a backup of an upgraded system to give the developers a sandbox to play in while converting SMD to unicode. For some reason, the system still thinks it's being upgraded.
Does anyone know how to resolve this? I appreciate any insight.

Just want to know if you were able to find a solution to your problem. I had to restore my database since our upgrade fail at downtime. Everything is work as expected but cannot release transports. Can you please let me know what was your solution to resolve it.

can you restore the SAPUP.LOG?
If the upgrade was really completed, you should better contact SAP-Support to check table entries in Upgrade Information table.

Check the logfile SAPUP.LOG - the last entry should be:
UPGRADEPHASE EXIT
finished with status succeeded.

Thank you for the prompt response. The upgrade doesn't exist anymore. I deleted it after the upgrade completed. Also, this system in question is on a different server than the upgrade.
The upgrade took place on server X and this system was created on server Y with a backup of the upgraded system.
