Dear YiNing mao,
In the config guide for SR1 XI I found the section about JPR. You need to create a seperate business system for the J2ee stack of the integration server.
Have a look into SAP Note 809420,
This might help you,
Thanks & Regards

Thanks Agasthuri Doss Baladandapani, thank you, but I've mentioned in the top post that I've checked 809420:)
<b>Technical Landscape</b>
Web AS ABAP
XID on sapxidev(Web AS JAVA: XID on sapxidev)
Web AS JAVA
XID on sapxidev(Business Systems: XID_JAVA, Web AS ABAP: XID on sapxidev)
C11 on sapxidev(Business Systems: XID_JPR)
<b>Business Landscape</b>
XID(Business System Role: Integration Server, Integrated Business Systems: XID_JAVA/XID_JPR, Technical System: XID on sapxidev)
XID_JAVA(Business System Role: Application System, Related Integration Server: XID, Technical System: XID on sapxidev, Logical System Name: XID_JAVA)
XID_JPR(Business System Role: Application System, Related Integration Server: XID, Technical System: XID on sapxidev)
P.S. After the problem occured, I applied the SAP XI Release 3.0 SPS18, following it's chapter 13, I defined the c11 for tech system and XID_JPR for business system.
And also i've check the XILDUSER(I can't find XISLDUSER, I think you mean XILDUSER), no lock there:(
