I don't have a preview tab in my Visual Composer
storyboard. I also don't have a Debugger task
panel.
Can someone tell me how these options are activated?

The preview and debugger aren't available in 7.00. The debugger has been replaced by the runtime flash debugger which is available in tools -> options from VC.

What VC version do you have ?
