I have not used this BADI and neither see any documentation. If you go to TC: SE18, you can check the methods and parameters inside those methods. From the Update Method description and parameters, it looks like it helps in adjusting TQA during availability check and manipulate check result.

I would suggest that you check this with your ABAP colleague who can help you understanding this better and finding where this is called. Please also check Note 631034 related to this BADI.
