We have a BI system registered as Tech system in SLD, clients are added.

Should we add the business systems?

In a nutshell..

you need to add the tech system in biz system..since tech system is a phsucal system, in other words server..whereas Biz system is a logical system( client)

It makes perfect sense in a landscape to have BI registered as a Business System after all even if you dont use it as in a integration scenario you could find urself communicating thro' Enterprise portal.An SLD Decision is not based on what you are doing now but also on your future initiatives around how you decide to go with BI and netweaver in general.

Yes you need to add business system if you are using it in some of your scenarios. I think you will be communicating with BI systems using files, then ypu can live with Business service. But all depends and it preffered to have a Business System.
