Hi, experts:
I create two SMARTFORMS in diferent programs, in development environment it's OK, but in quality environment, they generate the same number of function, and takes this function form for both SMARTFORMS, anyone know because they generate the same function,

If I understood you correctly, you are talking about two different smartforms, generating same function module (same number) which is definitely an issue.
you can refer OSS note 568187 for this. It looks like an unknown issue to SAP itself. This is what they have to say in that oss note.
Symptom
Two forms have the same generated function module.
You can check this when you test the forms from transaction SMARTFORMS. The Function Builder is then called and the name of the function module is preassigned. The name consists of the '/1BCDWB/SF' prefix and an eight-digit number. You receive the same number for both forms.

Reason and Prerequisites
The cause of this problem is unknown. Up to now, the problem was only monitored in systems into which the forms were transported.
The lock management during number assignment basically ensures that the error does not occur.
Solution
Create the ZSF_DUPLICATES_DELETE report.
Execute the report and under FORMNAME, specify one of the affected forms. If you do not select the DELETE checkbox, only the affected forms will be displayed. If you set the DELETE indicator, the corresponding entries will be deleted from the STXFADMI table.
After you delete the entries, use transaction SMARTFORMS to activate the forms again. New numbers will then be assigned.
