I have to download stack xml file from mopz?

Note 1274430 has a list of the notes you need to implement in order to upgrade to EHP1 for Solution Manager 7.0 , listed for the relevant SP levels.

No, uipdating the ST component alone is not enough.
Please use the maintenance optimizer to download the necessary files to update your SAP Solution Manager. The maintenance optimizer will provide you with an XML stack file that you can use to update your Solution Manager to make sure the result is a consistent, working Solution Manager.
I think it's best you read up on the basics how to patch a SAP system. You can easily find relevant information on http://help.sap.com.
For the maintenance optimizer you can find information on https://service.sap.com/mopz.

Recently upgraded our solman 7.0 from 15 to 7.01 EHP 1 stack 7.
You need to create a ticket via Maintenance Optimizer, but I highly suggest you only go up to stack 16. There were many changes in the system for that stack.
Once you have upgraded the ABAP/JAVA to stack 16, then I created another MOPZ ticket to move up to stack 17, and then up to SP 26.
If you have any issues, you can also use the SP application stack tool out on support.sap.com. This tool should be able to generate you an XML file. Later versions of MOPZ will also once you've upgraded.

My experience was that SP 17 was the most stable to "make the jump" to EHP1 and SP26.

Normal SP upgrade can be performred via Tcode SPAM (login to client 000)
There is different procedure if you upgrade it to Enhancement packages.
