Is open SQL monitoring possible in SAP NWA? If yes what is the procedure? Which role or group should I have to get access for open SQL monitoring?

In one of the articles from SAP library (http://help.sap.com/saphelp_nwce711/helpdata/en/45/45b71f7b210732e10000000a155369/content.htm) I found that there is provision for managing the SQL trace using SAP Net weaver Administrator. The prerequisites mentioned over there is " You are in Problem Management ® Database ® Open SQL Monitors ® SQL Trace Administration." I need to know How to get access to problem management in NWA. Using my user ID I am able to see only 'System management' and 'Analysis' tabs in NWA. Problem management is not to be seen under any one of these. I need to know how I can access the same.
I am facing an open SQL exception in one of my applications and to find out the root cause for the same, I need this SQL monitoring to be done.
