BUPA_SEND cannot find the Bank Key in GTS

Hi

I have transferred bank master data using t-code /SAPSLL/BANMAS_DIRR3. I can see the bank in GTS. During the transfer the country ISO code was used as the prefix to the Bank Key (USXXXXXX) to make the External number. I then use BUPA_SEND to send over the account information which does not go over on the inital data tranfer. when I do this the Idoc cannot find the bank. The GTS tables BNKA and BUT0BK are not populated. Should they? Has anyone had this problem.

It's due to design issue, so far we have not solution to solve it. Any update I will let you know soon.
