Solution Manager can be integrated with External SD.
Navigate to below SPRO path:
SPRO>SAP Solution Manager>cenario Specific Settings>Third Party Integration>External Service Desk

SAP defined a web service interface that it uses to communicate with
another service desk. The other service desk has to implement the web
service as well; the technical description of the web service can be
found the Support Portal:

The communication is performed via web service calls (SOAP over HTTP).
Therefore the calling system needs to call the endpoint of the web
service of the other system. Within SAP Solution Manager Service Desk
the connected systems are defined within transaction ICTCONF, and the
logical port contains the end point information.
