Minimum safety stock

Hi expert,

In MRP 2 view, Safety stock & Minimum safety stock is available.

I mention 1000 is safety stock & 800 minimum safety stock. I want to block the minimum safety stock(800), so MRP will not consider the stock when unrestricted stock is not available.

How it block the minimum safety stock meanwhile MRP not consider this stock.
