Dear gurus.
I want to restrict outbound delivery creation against sale order when sale order stock is zero on xyz location.
how to achieve this goal?

You can create your own VOFM requirement and set it in copy rules (tcode VTLA). So, you will need the help of an ABAPer to define the algorithm.
