Can not create DO because of Material block

Dear Expert,

Our customer have a requirement to allow creating DO (in background) during other users can post goods movement transactions of same material at the same time. I set "Late exclusive material block" in customizing (Tcode: OMJI) with waiting time as 5 seconds. And the result is:

For the transfer posting transactions (like MB1B, MB1C, MIGO...), it is allowed to post several transactions at once.

But when we do parallel jobs: transfer posting and create DO for the same material, then error message happen "Material xxx is blocked".

Is anything wrong in my configuration? or could you tell me what kinds of transactions which lead to the error "Material is blocked" during DO creation?

Check in OVZ1 where for your availability check, the box is checked under the tab "Blocked".
