Check CJIC or CJI3 report and see if there is any settlement that is already carried out for the sender. Also, in CJI3 check if there are any actual costs that are posted to the sender object. If there are no costs that means there is nothing to settle and system is working as designed.
In CJ88 you can also check the Previous Settlement, in case that is done.
