I have some queries regarding Solution Manager.
1) What are the steps for implementing Solution Manager
2) Is this the work of a BASIS Consultant
3) Can any one please provide suitable documents

first after installing solman you need to start transaction solman_setup and do the post installation activities as per the guide provided by the links already mentioned by others

If you are talking about post installation/installation yes
but if you are talking about scenario configuration or functionality implementation it depends
E.g CHARMS - combination of basis and solman functional
system monitoring - complete basis
so it depends the requirement at your site.....ask the solman functional to do the do the requirement gathering and then you can decide to implement the relevant one's

Goto menu on top:
System --> Status --> a new pop window will open --> on right hand side you will see a Magnifying glass image click on that
There you will see Software Component : ST 400 0028 SAPKITL438 SAP Solution Manager Tool
You will see something like this.

Thanx foru your quick response. I couldn't find anything related to solution manager but there is a component ST-PI SAP Solution Tools Plug-In.If we want to implement it now, what is the procedure? I got post installation guide i.e installation using solman_setup. Prior to this what should be done?

It seems its not installed.
For all information about installation please check below link and you will get all information like pre implementation , post implemention everything.

You can select the release you want.

Hi Vikram,
I got all documents regarding Solution Manager and we are in a process of installing it.After completing the installation I have to do configuration using solman_setup right? After this process I can view solution manager tab setting in IMG. After reaching this step, what are the sttings I need to do it in system? Can you throw some light on these questions? If possible can you send me some documents regarding IMG configuration?

Solman_setup is very important to run. If you will go in SPRO --> IMG activities everything is there.
Also check configuration guide under:
http://service.sap.com/instguides -> SAP Components -> SAP Solution Manager ->select your release and you will find conig guide.

Solution manager provide many tools
the queation is what you want to use
after install the system you need to configure the system
with basic configuration and system preperation
the next step is what you want from solution manger
my friend here give you guide
you can go to sap OSS and go to RKT - solution manager
read there about the system
about the basis team part of company the basis team do it and part no
but you can advice with your basis team or with us
