Hello
We have one development S11 and two test systems(SH1 and SH2).
Transport requestsare delivered via transport group to both systems SH1 and SH2
I wander how I could make sure requests leaving development system S11 are first imported to SH1 than to SH2.
I had in mind frequency of import job (but even with very frequent import job on SH1 sometimes could be first imported to SH2)
What else could I do?

Yes that I would like to achieve. Only I would like to avoid any user interuption.
So I would like to avoid any approval on SH1 system. How could I achieve total authomatism
At the time beeing I can not test as systems are in use

Yes you can avoid approval flow using this method. where route configuration is required not the workflow.
Pls go throgh stadard documentaion of SAP for configuring routes and understanding concept:

You can configure routes via Domain controller , go to Client 000 --> STMs -->add systems.

As per my undersatnding , you want Transport request flow from S11 --> SH1 and finally to SH2
I think , you can achive this senario via transport route configuration -->
Get "Consolidation Route" configured between S11 --> SH1 with Auto import job ON for SH1. this will ensure that whatever requests released from S11 system , are getting imported into SH1 system.
After that get "Delivery route" configured between SH1 and SH2 , with SH2's auto import job also ON. This will ensure that whatever requests are getting imported to SH1 system also also going to SH2.
