What is the process to register a public ip with the sap?

To register a public IP you must open a message to SAP using component XX-SER-NET-NEW, writing down in the message the IP address and the name of the server that will use that public IP. The SAP Network Support group will register your public IP.

Yes, you should register the Public IP before setting up the SAProuter. In order to do it, you have to open a message on component XX-SER-NET-NEW with the fllowing information:
- Public IP address
- Host name where the SArRouter will run
In the SAP Service Marketplace you will find the detailed steps that you have to follow to set up a remote connection to SAP (configuration of SAProuter, etc.). Go to [http://service.sap.com/serviceconnection|http://service.sap.com/serviceconnection] and click the "How to proceed, setting up a Remote Network Connection?" link.
In [SAP Note 35010|http://service.sap.com/sap/support/notes/35010|Link to SAP Note 35010] you will also find a brief explanation on the steps needed to set up a remote connection with SAP.
Anyhow, opening a message under component XX-SER-NET-NEW is a must to register the Public IP.
