you need a SMS Service Provider (or "SMS Gateway Provider", "SMS Reseller", "SMS Broker").

These are companies which offer the service of sending messages to the mobile phone network. These companies offer Service Interfaces (APIs / Web Services) to use their services from your applications.

Normally, you have to have a contract with such a provider, because you have to pay for the service.
