contact persons can not create response in public RFx

Hi experts

I work with SRM 7.01.

I create public RFx ,add 1 contact person as a bidder and publish the RFx.

The problem is that other contact persons can see the RFx

but can not create response, the button is disable.

If i add those contact persons as a bidders in other public RFx thay can create response.

The contact person must register prior to the request. Must there is a button for this in the view form.
