KX_SWITCH_1 doesn't end

Good morning,

I am in the midst of an EHP 2 upgrade of NW 7.0. Originally, I was stuck on the phase because the shadow system would not start. I was able to get past that phase with Volker's help on an issue with ILETOOLS, so I downloaded ILETOOLS version 122 and extracted it to DIR_PUT /exe and /exenew.. Now I am stuck in the downtime phase of KX_Switch_1. The issue is it doesn't end with an error that I can see. THe process just runs and runs, and generates a QEZJOBLOG a second or two. I have manually attemted to load the 7.02 kernel using APYSIDKRN in hopes it would help. I have double checked authorities to ensure <SID>OFR has access to everything on top of *ALLOBJ in the user profile.
