I´ve installed a solution manager 7.1 and I start the solman_setup.
The screen comes up but I can´t do anything.
Are there other configurations to do before go to the setup?

Solution was, that the java addon of the ie was deactivated

Which support package of SAP_BASIS release.
What is the exact SOLMAN version you are using.
Patch it to the latest one. It should solve the problem.

Do you get a time-out popup as soon as you open the SOLMAN_SETUP screen?
I had a similar issue, where the time-out popup comes up immediately after launching tcode SOLMAN_SETUP and then the screen cannot be accessed in edit mode.

No, I don´t get an timeout.
The Overview site of the solution manager configuration opened but then I can´t do anything.
I see all but any buttons are without functionality.
Although the pop-up is not there, but looks like the issue is with ITS.
Perhaps you could have a look at SAP note 1655770. In my opinion, the ITS on the SOLMAN system is not updated.

It´s a user with SAP_ALL in client 001.
The screen of the solman_setup comes up but inside the browser screen I can´t do anything.
