Customer Hiearachy Only for Reporting (Not for Pricing)

Here is my requirement.

Basically The SD module doesn't require customer hierarchy for pricing.It just requires it for reporting.

Country

-Region 1-South

--City 1

--City 2

--City 3

-Region 2-North

--City 1

--City 2

--City 3

Can anyone explain how to configure this.Is a customer hierarchy.

Country

-Region 1-South - Sales Office 1

--City 1 - Sales group 1

--City 2 - Sales group 2

--City 3 - Sales group 3

-Region 2-North - Sales Office 2

Basically the costing team uses customer hierarachy for its report.I need to configure the customer hierachy according to the requirements specified in my previous post.
