Problem in certificate profile assignment during QC15

Dear SAP Gurus,

1.In Development server while assignment of certificate profile we can see the combination of Material/Plant.

2. In production server while assignment of certificate profile we cannot see the combination of Material/Plant.

Can anybody please suggest the solution.

we have only three options

1)material/customer

2)material

3)Material Group where is Material/Plant option i conn't get
