E.Cess & H. Cess calculation on service tax

Dear Friends,

I have maintained E Cess & H Cess rate in VK12 AS 2% & 1% on Service tax.

but it is calculating as 20% and 10% on service tax in sale order.actually i checked in VK12 it is 2% & 1%.

What is the cause of it.

Help me in this.

Can you please check once again Analysis in Sale order level ?

and also check is there any routine assigned to those condition types in PP
