a) from two BAPIs - for PO creation and PO change - you can easily create a web service in PI
b) you can also use an IDOC for PO creation and for PO change - PORDCR - which can also be exposed as a web service inside PI - in this case you'd not have a sync response as IDOCs are async
c) you can also create a web service in R3 from a BAPI and cal it without PI even
there are multiple of ways
