Automatic TO for Return Order on Blocked Stock

Our Return Order necessarily is linked to stock that is being quarantined and therefore in 'blocked' status. If I process a return order for unrestricted stock, everything works fine -- after the MIGO_GR (161 movement type) posting, an LT06 screen pops up from which I can create the TO.

But if I do the same process for the blocked status stock, on the LT06 screen I receive the error message 'you have not selected any data for material document XXXX'. I suspect the system is expecting some posting change first to be able to issue out the blocked stock? Is there any configuration that will allow me to perform a seamless Return Order to TO pick all in one flow (i.e. LT06 would work as with unrestricted stock)?

you should mention which config, with that answer it generates just questions like "how was this solved I have the same issue"
