How to Map this business process

1) like i want to check partial quantity in source inspection dont say different line items means i am created purchase order 100 tonnes i did't check at a time i want to check 4 time in source like this

2) source inspection i will check the batches untill accepted in this case how to merge 4 or 5 batches in one inspection lot because i want to track which batch is rejected and which batch is accepted.

3)How to block the purchase order in case 3 time rejected the material

can any body guide me how to show this business requirement

I think there is no standard way to do it. You need to create the Po for the batches and inward it. Like 4 different POs based on the batches.
