customizing and personalisation

Hi

I understand that customizing is done by adding sap-config-mode=X at the end of the URL and then we can change the UI settings.

but do we do this once the Application configutaion is done or we can do the customisation/personalisation also on a normal applciation.

My question is in order to do customisation/personalisation...is component/application congiuration mandatory?
